Most Luxembourg business owners know about the Ministry of the Economy's SME Packages, which can fund up to €17,500 of an AI implementation project (Source). Fewer are aware of a complementary programme that covers the analysis phase that comes before implementation, and it's one of the most useful entry points into AI adoption in Luxembourg currently available. Fit 4 AI co-funds a study by an approved consultant that diagnoses your capacities and opportunities for adopting AI and ends with a detailed, costed action plan (Source). What is Fit 4 AI?
Fit 4 AI is a "Fit 4" programme of the Ministry of the Economy, with Luxinnovation, Luxembourg's national innovation agency, as the entry point (Source). It targets companies that want to use their data with AI or data analytics tools to support decisions, increase productivity (process automation, for example), develop new products or implement a new business model (Source).
The programme works as follows: a consultant approved by Luxinnovation analyses your challenges, objectives and data, tests the feasibility of pre-selected use cases and delivers a structured report with a costed action plan. The assignment may last at most 6 months (Source). The subsidy is paid by the Ministry of the Economy as a capital grant (Source).
The focus areas Fit 4 AI addresses include (Source):
- Decision support: using AI and data analytics to improve how your business analyses data and makes decisions
- Productivity: process automation and other efficiency gains
- New products, services and business models: identifying AI-enabled offerings or ways of delivering value
The programme is not about choosing a software tool. It is about understanding where AI creates value in your specific context before any technology investment is made. What you do with the action plan afterwards is up to you (Source).
Who is eligible?
According to Guichet.lu, your business must (Source):
- Have its registered office in Luxembourg
- Carry on an economic activity as its main occupation and hold a valid business permit from the Ministry of the Economy
- Not be in an activity excluded from the general aid rules, and not be in financial difficulty
Companies of all sizes can apply, but the aid rate differs: 50% of eligible costs for SMEs, 30% for large companies (Source). Luxembourg uses the EU SME definition: fewer than 250 staff and either annual turnover of no more than €50 million or a balance sheet total of no more than €43 million, counting linked companies (Source).
The programme is sector-agnostic. If your business runs repeatable processes, handles significant data, or faces operational bottlenecks, there is almost certainly an AI application worth exploring.

In practice, the smallest eligible study for an SME is €10,000 excl. VAT, of which €5,000 is subsidised (50% of the €10,000 minimum on Guichet.lu). The real budget depends on the scope your consultant quotes.
What does the consulting process look like?
Fit 4 AI assignments follow the structure set by Luxinnovation (Source):
Challenges and objectives. The consultant works with your team to define the challenges you face, your objectives and your priority development actions. This phase is about listening and understanding, not pitching solutions.
Feasibility of use cases. The consultant checks the feasibility of pre-selected use cases, mainly through qualitative and quantitative analysis of your available internal data.
Roadmap. The output is a concrete, costed action plan, not a theoretical whitepaper: estimated investment, choice of AI solution (generic or tailor-made), estimated return on investment, and the internal and external staff and equipment you would need.
After the study. Implementation is not covered by Fit 4 AI: only the consultant's study is eligible (Source). This is where the action plan can feed an SME Packages – AI application to fund the implementation itself.
How Fit 4 AI and SME packages work together
Fit 4 AI is presented as a complement to SME Packages – AI, SME Packages – Digital and Fit 4 Digital (Source). A typical progression for a Luxembourg SME looks like this:
Step 1 — Fit 4 AI: Work with a Luxinnovation-approved consultant to identify your best AI opportunities and build a costed plan. Cost: eligible costs start at €10,000 excl. VAT, and an SME gets 50% back (Source).
Step 2 — SME Packages AI: Use the roadmap from Step 1 to apply for an SME Package grant for your implementation project. The Ministry of the Economy grant covers 70% of eligible costs for projects between €3,000 and €25,000 excl. VAT, so at most €17,500 (Source).

Why this programme is particularly valuable right now
Several factors make 2026 a good time to engage with Fit 4 AI:
AI capabilities have matured. The AI tools available to SMEs in 2026 are more capable and more reliable than they were a couple of years ago. A consultant assessing your business today can choose from a wider range of proven, deployable tools.
The cost of waiting is rising. Competitors who adopt AI early build the processes, data habits and skills that take time to copy. A costed plan helps you decide on facts rather than hype.
EU AI Act obligations are phasing in. If your business uses or plans to use AI in contexts the EU AI Act classifies as high-risk, you need to understand this before deployment. A Fit 4 AI study is a good opportunity to include regulatory preparedness in your AI roadmap.

How to get started
The official sequence is (Source):
- Contact Luxinnovation via luxinnovation.lu/fit-4-ai, which puts you in touch with approved consultants (consultant finder). Your choice of consultant matters: look for experience with Luxembourg businesses and a practical implementation track record, not just theoretical AI expertise.
- Register the consultant's unsigned quote on Luxinnovation's platform, with documents proving your eligibility. Luxinnovation checks that the quote matches the programme and sends you a certificate.
- Apply on MyGuichet.lu with the certificate and the unsigned quote, before the study starts: do not sign the quote or pay a deposit before you have submitted the application.
- Run the study (at most 6 months), then request payment on MyGuichet.lu with the final report, the invoice and proof of payment. The Ministry of the Economy pays the subsidy.

No. Only the consultant's study is eligible; implementing the action plan is up to the company (Source). For implementation, SME Packages – AI pays 70% of a €3,000–€25,000 project, capped at €17,500 (Source).
Can any consultant deliver a Fit 4 AI study?
No. The study must be carried out by a consultant approved by Luxinnovation, and Luxinnovation checks the quote before issuing the certificate you attach to your application (Source). Luxinnovation lists approved consultants on its Fit 4 AI consultant finder.
