    Low-code platforms — Microsoft Power Platform (Power Apps + Power Automate), OutSystems, Mendix, Bubble, Retool, and the trend-of-the-quarter tool your favourite influencer just posted about — automate a workflow by giving a business user a way to declare the workflow in a visual editor and generate the app. They ship you a form, a database, a screen, an approval chain, and a webhook or two. They shine when the workflow is fully specifiable: leave requests, purchase-order approvals, small bespoke CRMs, replacements for the Excel-and-email swamps every Luxembourg SME has three of.

    AI — and specifically the LLM-driven stack that became deployable for SMEs in the last 18 months — automates a workflow by understanding what a human means. It reads an unstructured email, classifies the intent, drafts a reply, summarises an attached PDF, and flags the cases that need a human. It shines when the input is unstructured, the decision requires judgement, or the output has to sound like a person wrote it.

    The wrong debate is "which do we pick." The right one is: which part of my workflow is the low-code part, and which part is the AI part? In most workflows we scope, the answer is: low-code handles the buttons, the forms, the permissions, the audit log; AI handles the reading, the classifying, the drafting, and the sanity-checking.     Before you take the meeting — with us, with a Power Platform partner, or with anyone else — answer these four questions for the workflow.

    1. Is the input structured? If every input arrives as a form your users fill in, or a spreadsheet with the same columns every time, or a JSON payload from another system — that is structured input. Structured → low-code scores high. If inputs are emails, PDFs of varying layouts, scanned documents, WhatsApp messages, or voice calls — unstructured → AI is what closes the gap.
    2. Is the decision fully specifiable in a flowchart? "If amount > €5,000 and requester is not the approver, route to head of department" is a flowchart. "If the customer sounds unhappy and this is the second escalation this month, route to the ops director" is not a flowchart — it needs judgement. Flowchart-shaped → low-code. Judgement-shaped → AI.
    3. Who is the primary end user? A tool your team uses ten times a day needs the polish only a real UI can deliver — low-code frameworks deliver production-grade UIs cheaply. A tool that ingests input from customers who never open your product needs to work with no UI at all — that is an AI job. Internal, high-frequency, structured → low-code. External, unstructured, once-off → AI.
    4. How often does the business rule change? Low-code is cheap to change when the change is in the flowchart — you drag a box, redeploy, done. It is expensive to change when the change requires new input-parsing logic — that is AI territory. Rule changes often → low-code. Input format changes often → AI.

    Score each workflow 0–4 on the "low-code" side and 0–4 on the "AI" side. If the gap is two points or more, the winner is obvious. If the gap is one point or zero — you almost certainly want the hybrid stack.

    The hybrid stack we deliver most often

    The reason this beats either pure approach: pure low-code cannot read the input; pure AI has no UI, no audit log, and no permissions system — and Luxembourg SMEs need all three, whether for CSSF, GDPR, or plain internal audit.

    EU AI Act note: classifying your hybrid stack

    If your AI core touches anything in Annex III (recruitment screening, credit scoring, biometric, critical infrastructure), you are in high-risk territory regardless of how much of the workflow the low-code layer is doing. Wrapping an AI model in a Power App does not neutralise the classification.
